This position is located in the Department of General Services, Capital Construction Division. DGS manages the capital improvement and construction program for District government facilities; real property for District government use; management of space in buildings operated or leased by District government for selling and leasing other District real property; and for providing building services for facilities owned or operated by the District. The Capital Construction Division implements and oversees the Capital Improvement Program for agencies within the District of Columbia, as well as executes the capital budget program, consisting of the rehabilitation of existing real property facilities, and construction of new facilities supporting the District.
This position is for the DGS Capital Construction Division Schools Program and will be working with the DCPS School Large Capital Project Portfolio (School Modernizations) team.
Duties and Responsibilities
The Project Manager is responsible for large and complex project assignments and supports program manager and is responsible for full lifecycle of capital projects assigned. It is also expected that a successful project manager provides expert level planning, oversight, analysis, communication, technical assistance, and guidance for major actions.
The incumbent plans, prepares, directs and oversees the design and construction of a variety of projects for the District of Columbia, with a focus on DC Public Schools Capital Projects, with responsibility for the projects from contract award to completion and for project assessment, evaluation and follow up activities. It is also expected that a successful project manager provides an expert level of budgeting, scheduling, risk assessment throughout. The incumbent shall manage projects during procurement, design, construction, closeout, and turnover. This position shall also provide oversight and guidance to the School Modernization team for monitoring construction progress on a variety of sites managed by other Project Managers on the team and includes in-depth reviews of schedules, potential change orders, and assessing risk against projected completion dates and assist projects during the transition from active construction to project closeout and turnover to DGS Facilities Management.
Qualifications and Education
This position requires Specialized Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Bachelor’s Degree in Engineering, Architecture, Construction Management or a related field from an accredited four-year college or university is preferred. Five (5) years of experience in a construction project management position, preferred.
