The Construction Project Specialist is an integral position that supports the FP&D department by providing administrative and project management support. Candidate will administer and coordinate functions and activities related to service, consultant, and contractor contracts. Job responsibilities include project cost tracking to analyze data information to flag risks and opportunities for cost savings, and gather information for financial projections (invoice and payment application review, preparing cash flow and cost reports, project schedules, as needed); coordination with CPM on project progress; coordinate meeting scheduling and assist in preparation of project meeting agenda and minutes as needed; assist in the preparation of Requests for Qualification, Requests for Proposals, and Bid Packages, and review and evaluation of fee proposals and construction bids. Candidate will also work with the Project and Budget Coordinator to prepare personnel allocation effort reports. Ideal candidate is proactive and have a combination of accounting/budgeting and construction experience or knowledge with the ability to understand contract provisions and accounting principles. Strong written and verbal communication skills, and computer proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, and Project) is required.
I. JOB SUMMARY/RESPONSIBILITIES: • Provides design and construction coordination on projects and assignments led by the Construction Project Managers. • Administers and coordinates functions and activities related to service, consultant, independent contractor contracts for all entities of QHS for the department. • Communicates and responds to information inquiries and requests from Facilities Planning, Development and Construction (FPD&C) and from outside vendors.

TYPICAL PHYSICAL DEMANDS: • Essential: finger dexterity, seeing, hearing, and speaking. • Continuous: sitting, static gripping of an object for prolonged periods, walking. • Occasional: standing, stooping/bending, climbing stairs, walking on uneven ground, climbing over and crawling under construction obstructions, lifting and carrying usual weight of 1 pound up to 20 pounds, reaching above, at and below shoulder level, frequent gripping of an object. • Operates computer, calculator, telephone, fax, printer and other business office machines.
V. TYPICAL WORKING CONDITIONS: • Not substantially subjected to adverse environmental conditions. • Exposure to hazardous chemicals and infectious agents is an occupational risk; therefore, standard safety regulations must be maintained to avoid contamination.
VI. MINIMUM QUALIFICATIONS: A. EDUCATION/CERTIFICATION AND LICENSURE: • Bachelor’s degree in Construction, Science, Business, or related field; or five (5) years of experience in accounting, finance and/or the construction field may substitute for education requirement.
B. EXPERIENCE: • In addition to education requirement, five (5) years in a combination of accounting or budgeting and construction experience, with at least two (2) years of experience in monitoring and maintaining budgets. • Experience in health field is desirable. • Experience to demonstrate the following: o Knowledge of fundamental financial and accounting principles. o Knowledge of construction laws, rules, and regulations. o Ability to understand project specifications and architectural documents. o Ability to understand contract provisions and accounting principles. o Ability to work independently and effectively with a broad range of internal and external people at various levels. o Proficient knowledge of computers and Microsoft Office (Excel, Word, Outlook, and PowerPoint).
