E-BUILDER ADMINISTRATOR/ANALYST
Salary Range: $25.67 - $39.56/Hour
This position offers a hybrid work arrangement, which includes a combination of onsite and remote work.
Under direction, the e-Builder Administrator/Analyst reports to the Program Manager-Business Enterprise and participates in the development of complex analysis of business processes and systems to optimize the workflow and meet the business needs of Capital Program Management (CPM) and Design & Development Services (DDS). Participation in this effort includes quality assurance oversight of the Project Management Information System (e-Builder), serving as the first point of contact for issues regarding the system and training. The incumbent assists in a wide variety of CPM and DDS initiatives and projects, supporting innovative solutions to complex problems that are critical to the organization and impact the functioning and overall success of the capital project management system (e-Builder), which is a construction program management solution for capital projects that provides performance data across the project lifecycle. e-Builder is an integrated suite of complex applications affecting business and technical areas that combines capital planning, cost management and controls, process automation, reports and dashboards, scheduling, document management, and bid management.
The e-Builder Administrator/Analyst will work in collaboration with Information Technology Services (ITS) and/or with the vendor to implement technology products and services by performing critical quality assurance testing of new and existing services with project partners and users (CPM Project Managers, Project Specialists, architects, hundred of external design professionals and contractors, as well as other University departments such as Facilities Management, Housing, Dining and Hospitality, and UCSD Health) to minimize risk and maximize success. Utilizing their background and experience in the design and construction industry, recommends updates or enhancements to existing e-Builder processes as well as new processes that will further the strategic mission of the department. Provides technical support for e-Builder which includes user setup and maintenance, troubleshooting issues with users, management of support tickets with e-Builder online support, training and on-boarding new users into e-Builder, and communications with users regarding changes to the system.
The incumbent will use skills as a seasoned, experienced professional with a full understanding of analytical practices, policies and procedures to research, analyze and develop solutions to a wide range of issues. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Primarily deals with policies, programs and proposals which are complex in nature and diverse in scope. Develops new programs, policies or procedures for possible implementation.
- May be required to work various hours based on business needs.
QUALIFICATIONS
- Bachelor's degree in related area and/or an equivalent combination of experience/training. In-depth understanding of project management in a design and construction environment and the ability to use that knowledge to inform solutions to identified needs.
- Demonstrated knowledge of e-Builder, including the ability to create reports, modify system settings, create and modify user roles and permissions. Strong skills and in-depth knowledge of Microsoft Office, Microsoft Teams, Visio, and Microsoft Project.
- Demonstrated ability to assess procedures and define requirements for business systems that streamline process and result in productivity improvement.
- Strong policy analysis techniques. Demonstrated ability to examine policies, processes, and procedures in order to gain a clear understanding of business issues affecting operations, as well as experience in offering recommendations and suggestions for improvements.
- Strong skills in analyzing, researching and synthesizing large amounts of data for preparing sound and relevant proposals and analyses. Proven ability to create reports and proposals that are clear and actionable.
- Proven ability to analyze information, situations, problems, policies and procedures and to formulate logical and objective conclusions from fact, situations, data and observations. Proven ability to make recommendations and take actions based on understanding and judgment of all factors involved.
- Proven ability to envision technical solutions and communicate with both technical and non-technical staff while serving as the liaison between the two.
- Demonstrated knowledge of common computer application programs. In-depth knowledge of computing tools and modern administrative information systems.
- Analytical and problem-solving skills. Demonstrated ability to create operational solutions to solve identified problems. Ability to work with a variety of stakeholders to develop system solutions that can be operationalized by the users.
- Proven ability to use discretion and maintain all confidentiality.
- Demonstrated ability to multi-task with demanding timeframes. Ability to monitor and report on the status of tasks assigned and manage own work as needed for a successful outcome. Demonstrated ability to communicate potential impediments and solutions prior to impacting deadlines or implementation dates.
- Strong communication and interpersonal skills to communicate effectively, both verbally and in writing. Demonstrated ability to communicate and monitor status of assignments and any impacts to deadlines. Proven ability to effectively address staff concerns and resistance to change when implementing process improvements. Ability to communicate on a professional level with a variety of internal and external stakeholders.
