Duties

The Chief of Operations:

• Provides strategic leadership and executive management for the operations and maintenance of the Capitol Visitor Center, U.S. Capitol Building, House and Senate office buildings, Library of Congress buildings, U.S. Supreme Court and grounds, U.S. Botanic Garden, Capitol Power Plant, Capitol Grounds and Arboretum and other facilities and operations.
• Delivers key agency-wide services, champions improvements for innovative approaches to facilities management, utilities, tenant services, client support and visitor services and assists with agency-wide reporting and communications.
• Briefs senior leaders, delegations and Congressional committees on all aspects of agency operations and facilities management; represents the agency in managing the relationships and customer service delivery agreements between the agency and stakeholders; and works closely with the Chief Financial Officer on budget formulation and execution.
• Participates in the agency’s planning and budgeting process and assists in assessing performance improvement initiatives relevant to delegated areas of authority.
• Strategically manages financial, human capital and information resources including oversight of the organization’s and subordinate organizations’ budget, workload and performance requirements.
• Examines strategies, processes and resources for improving organizational performance or business process re-engineering efforts taking into consideration the potential contribution of new and emerging technologies, and recommends viable strategies for implementing sustainable organizational improvements.
• Develops and implements an integrated approach to operate, maintain, improve and adapt the operations and infrastructure to create an environment that fulfills Congressional needs and priorities including cost-effective operations to ensure best value and optimized service in alignment with AOC’s business goals and priorities.
• Brings about strategic change to meet organizational goals and customer expectations, makes decisions that produce high-quality results and build coalitions internally and with other organizations and stakeholders to achieve common goals.
• Provides advice on program and policy development; ensures all organization activities and operations are implemented in compliance with applicable laws, policies and regulations; and recommends courses of action affecting a wide range of sensitive and controversial topics.
• Exercises executive and managerial oversight of critical facility operations to provide leadership, direct support and coordination across jurisdictions.  
• Determine strategies, initiatives and programs to improve the delivery of insourced and outsourced services, standardize quality control and quality assurance throughout the jurisdictions and implement quality standards and performance assessments.
