Performs professional level planning work involving research, analysis, and technical assistance on major projects. Serves as a technical specialist in matters pertaining to implementation of the Local Land Use Planning Act (LLUPA), State of Idaho and Boise City Codes. Performs independent research, interprets, and completes detailed analysis of development proposals within the Boise City limits and Areas of Impact. Works with citizens, Council appointed boards and commissions, neighborhood and civic organizations, governmental agencies, and other City departments. Work requires considerable initiative and independent judgment and is performed under general direction.
Requires education and/or experience to attain the following:
Bachelor's degree in Urban or City Planning, Engineering, Public Administration or related field and three years of professional level experience in urban planning including preparation of comprehensive plan elements, land use policy, environmental analysis, zoning implementation, plan review and permit processing and or equivalent combination of experience and education.
GIS analysis & principles of cartography, graphic design and technical writing and document preparation. Must have ability and experience using ARCGIS and ArcMap, Adobe Creative Suite including InDesign, Illustrator, Photoshop, and Acrobat.
Functional knowledge of theory, principles, standards, practices and information sources of urban planning; application of land use & transportation, physical and environmental design, ecological science and zoning theory and practices to complex and politically sensitive planning processes; research methodology as applied to the collection and analysis of planning data; source and availability of planning information, including demographic and economic data, environmental determinants of land use, land development trends and legal requirements; environmental impact assessment; computer use, applications and software such as GIS, spreadsheets, databases, word processors pertaining to the work.
Working knowledge of methods and techniques of developing, coordinating and implementing citizen involvement and outreach processes for complex and politically sensitive projects; principles and techniques of work management and coordination, including goals and objectives development and work planning and organization; technical aspects of field of specialty; terminology, symbols, methods, techniques and instruments used in planning.
Ability to perform responsible and complex current and long-term planning assignments; understand and apply federal, state and local laws, regulations, policies, procedures and standards pertaining to planning process; interpret maps, site and building plans and specifications, graphs and statistical data; research, analyze and summarize planning data both manually and with computer programs; interpret and understand engineering and architectural plans, concepts and methodologies; prepare clear visual displays; present ideas persuasively; prepare clear and concise technical documents, reports, correspondence, and other written materials; exercise sound independent judgment within established guidelines; work independently in the preparation of plans and special studies; display an attitude of cooperation and work harmoniously with all levels of City employees, the general public and other organizations; communicate effectively in the English Language at a level necessary for efficient job performance; complete assignments in a timely fashion; understand and comply with all rules, policies and regulations; maintain regular attendance; perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation.
