The City of Virginia Beach Department of Public Utilities is seeking a Planning & Analysis Manager. This individual will provide overall management of the Planning & Analysis Division of Public Utilities, which includes:
Managing a bureau of 15+ professional staff members including Engineers, Technicians, Clerical and Administrative Staff;
Overseeing the development and implementation of a $40 Million per year Water and Sanitary Sewer Capital Improvement (CIP) Budget;
Preparing the Planning & Analysis Bureau Operating Budget;
Conducting Water and Sanitary Sewer Modeling
Providing oversight for short-term and long-term planning for municipal water and sanitary sewer;
Strategic planning for aging infrastructure and department development;
Coordinating with the other Engineering Bureaus the Backflow Prevention Inspection & Cross Connection Control Program, and the Consent Order Compliance;
Coordinating with the Department of Planning for Comprehensive Plan input and Strategic Growth Area coordination;
Coordinating with Development Service Center (DSC) to review subdivisions and site plans for developer installed water and sanitary sewer facilities;
Assisting Utility Engineering Manager and Director of Public Utilities in preparing recommendations/reports to the City Manager and Council; and
Assisting Utility Engineering Manager in interpreting and developing city ordinances and policies
Ideal candidate would possess experience in modern principles, standards, and practices for master planning and modeling of municipal water and sanitary sewer systems; experience with principles and practices of municipal finance, including capital planning and operating budgets; and advanced knowledge in related software and computer skills.
Requires a Bachelor’s Degree from an Accreditation Board for Engineering and Technology (ABET) approved engineering or engineering technology program with a Professional Engineer (P.E.) license from the Virginia Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects (APELSCIDLA) and nine (9) years of progressive professional engineering experience; OR an Associate’s Degree with eleven (11) years of progressive professional engineering experience AND certification as a Professional Engineer (P.E.) from (APELSCIDLA). SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
