The Design and Construction Manager assists the Director with overall management and oversight for the development and implementation of the Charleston County Facility Capital Improvement Program (CIP) projected to be over $153 Million in FY19. The CIP includes implementation of a Library Expansion and Renovation Program, Materials Recovery Facility (MRF) and a Social Services Hub.
Responsibilities also entail the development and oversight of annual asset management projects approved to renew and maintain 142 Charleston County facilities comprised of over 3.1 Million square feet ranging in age from 1792 to present day. This includes managing the daily operations and serving as supervisor to a staff of 12.
The range of functions within the Design and Construction Section include management of design services, management of construction services, oversight of asset management projects, support of facility operations, support of real property services, project planning and project management.
The Manager will need to coordinate with local jurisdictions, Board of Architectural Review (BAR), Technical Review Committee (TRC), historic preservation groups, property owners, A and E firms, construction contractors and senior County personnel in project planning, design, and construction.
The Manager must follow a comprehensive set of processes and procedures involving areas such as procurement, financial, operational, security, human resources, and project approval. The position requires skill in developing and maintaining effective working relationships with the various departments, agencies, consultants and contractors.
The Manager must build and maintain effective networks and teams to provide quality support for all facility management services and assist with the development and enforcement of policies and procedures that increase efficiency and effectiveness of operations and address infrastructure, historical and facility needs within the County.
A candidate must have a minimum of a Bachelor’s Degree in Engineering or Architecture combined with at least 15 years of experience in design and construction management, program management, project management, real estate, facility operations, quality management and must be a SC Licensed Engineer or Architect.
Experience in the public sector and a Master’s Degree is preferred. A valid SC Driver’s License is required or obtainable within 90 days of employment.

The Manager must be skilled at delegating effectively, making tough decisions, and communicating across a broad range of audiences , including County Council, business and community groups, outside consultants and contractors, State and Federal Officials, representatives of the media and the public, as well as County employees.
Strong presentation skills are required and the position is required to perform a senior emergency management role upon activation and remain at that post until released.
