INNOVIM is seeking an Architect / Facilities Engineer to provide expert consultation and leadership in the design, development, analysis and implementation of the National Weather Service (NWS) facilities projects, including physical and staff relocations, construction design and implementation, program management and project schedules.
The primary NWS assets to be moved are the National Logistics Support Center (NLSC), the National Reconditioning Center (NRC) and select Weather Forecast Offices (WFO).
The Facilities Management Division is responsible for NWS facilities management, leases, building construction, maintenance, renovation, NWS Environmental and Safety Program management and facilities physical security. Expertise in project management, leadership in energy and environmental design (LEED), energy conservation, greenhouse gas reduction and sustainability is also required. In addition, project management requires expertise in Business Case Analysis, Capital Investment Review, Scoping, Planning and Design, Construction and Occupancy, Operations and Maintenance, and Property Disposal. Maintenance of 158 NWS occupied facilities shall be planned and managed to allow for continuous (24 hours per day, 365 days per year) operation.
Plan and execute the entire physical and staff relocation of the National Logistics Support Center (NLSC), National Reconditioning Center (NRC) and Weather Forecast Offices (WFO) as required.
Engineering support for design document reviews, data and database management, completion of data calls, preparation of statements of work, technical and compliance documentation development and updates, identification of budget needs, participation in meetings, preparation of presentations and reports, and maintaining design and construction project schedules.
Develops and maintains a detailed project schedule for performing tasks in an integrated workflow environment. Communicates task status and schedule changes promptly and produces monthly status reports highlighting task completion schedules, work schedule variations (if any), other milestones and work product deliveries.
Support the Government in meeting all requirements of NAO 217-104, Facilities Capital Planning and Project Management Policy, processes for projects.
Completion of OMB Exhibit 300s for NWS construction projects. Assist in identification and quantification of budget needs, submissions and execution.
Develop and maintain program / project books and similar documentation for projects the Government deems appropriate. Maintain a complete repository of documentation corresponding to this task.
Maintain design & construction and project schedules, formulate project milestones, track and assess changes for Pacific, Alaska, Western, Southern, Central and Eastern facilities. Track project milestones for the NWS Operating Plan. Update and submit monthly status reports and prepare quarterly inputs to management reviews.
Assist in the preparation of scope of work statements. Participate in design review meetings, perform architect/engineering drawing reviews. The contractor shall assist in tracking the design schedules.
Support disposal activities of excess NWS facilities.
Respond to Congressional Inquiries under a compressed schedule.
Proven performer at managing multi-million dollar construction projects
Skills at budgeting and controlling construction costs
Working knowledge of architectural and engineering concepts, construction methods and practices, contract procedures and construction management practices involved in the planning, design, construction or renovation of structures and buildings
Working knowledge of National Environmental Policy Act requirements for construction and federal property disposal
Working knowledge of duties concerned with concepts and management of facility administration in the planning, design and construction of major structures and facilities
Ability to review project plans and specifications for workability
Working knowledge and the practical use of applicable national, especially GSA and NOAA, state, local codes, processes and regulations relating to design and construction.
Ability to decipher abstract technical information and write clear, concise technical documents and reports in English.
Ability to develop and organize information in order to convey relevant points to desired audience.
Communicate with NWS Facilities Maintenance Division and NWS field and regional personnel as well as NWS management at various organizational levels.
Ability to work very well in teams. Act as the NWS Headquarters lead.
Excellent verbal and written communication skills in English
Proficient in Microsoft Office, Project, Visio and construction budgeting software
Bachelors’ degree in an Engineering discipline, an Architect with certification
Minimal 8-10 years’ experience in facility design, especially construction, space planning and
All candidates must be able to pass a National Agency Clearance with Inquires (NACI) screening as the work is on site at a federal government location. Some travel is required to various NWS sites.
